AFNWC/NCL - Cost Estimator (Peterson Space Force Base, CO)

Position Description:
IDS is currently searching for a Cost Estimator with experience in Department of Defense (DoD)/Department of War (DoW) financial management processes, government financial and accounting systems, acquisition and budgeting processes, and relational databases to provide support and training on-site to a government customer to support the Program Executive Office for Nuclear Command, Control, Communications Sustainment Division (NCL). This individual will manage, oversee/lead, or perform scientific work that involves designing, developing, and adapting mathematical, statistical, econometric, and other scientific methods and techniques. This individual will support the cost estimating & planning needs of the NC3 Sustainment Division and will involve analyzing management problems and providing advice and insight about the probable effects of alternative solutions to these problems.

This position requires full time on-site support at Peterson Air Force Base, Colorado Springs, CO. The AFNWC/NC3 Integration Directorate is headquartered at Hanscom Air Force Base, MA, with an operating location at Kirtland AFB, NM. The NC3 Directorate’s mission is to provide support to the Program Executive Office (PEO), the Deputy Director, Deputy AFPEO NC3 and staff for acquisition and administrative control of all NC divisions, branches, and programs. It consists of an Executive Section, Engineering (EN), Financial Management (FM), Operations Management (OM), Information Protection (IP), Contracts (PK), Cyber, Logistics (LG), the Program Execution Group (PEG) and Intelligence (IN).

Responsibilities include, but are not limited to, the following:

  • Use of routine cost estimating methods such as analogy, engineering or scientific methodology, and extrapolation.
  • Use of cost estimating outputs to assess the impact various factors have on the costs to design, research, develop, produce, field, operate, maintain, and dispose of a particular weapon system.
  • Most appropriate phase of the budgetary cycle (planning, programming, justification, execution, etc.) for initiating new programs.
  • Analyze all elements affecting costs for a project of limited scope.
  • Analyze Contractor financial data using EVM measures of merit to determine program viability with respect to cost, schedule, and performance.
  • Use of the Automated Cost Estimating Integrated Tool (ACEIT) Suite to perform all program office estimates and analyses is mandatory use for working in the NC3 Directorate for all cost analysis positions.
  • Analytical processes, such as setting up the problem, conducting background research, collecting, and reducing data, displaying data for analysis, formulating mathematical expressions, and drawing conclusions.
  • Compliance with all cost estimating guidance including the appropriate DoD, Air Force, AFMC, AFNWC, or lower-level policy, publications, supplements, manuals, etc., as well as applicable documents and regulations, systems, processes, and guides, as required.
  • Other duties as assigned.

Knowledge and Skills:

  • This position requires a minimum of three (3) years of government acquisition, finance or financial management, program management or related experience within a DoD/DoW organization.
  • Familiarization with Air Force Cost Estimating practices and techniques.
  • Strong Finance background and analytical mindset.

Education and Work Experience:

  • This position requires a minimum of a Bachelor's degree in business management, engineering, computer science, mathematics, economics or other related discipline.

Physical & Mental Qualifications:

  • Must be able to sit, type, hear, see, and speak for extended periods of time.
  • Must consistently work and type on a computer for prolonged periods of time.
  • Must be able to communicate accurate information and ideas so others will understand.
  • Must be able to lift/carry at least 15 lbs.
  • May be required to move about inside an office to access file cabinets, office supplies, etc.

Security Clearance:

Travel:

  • Some travel may be required.

Hours:

  • Normal work schedule hours may vary, Monday through Friday. May be required to work additional hours and/or weekends, as needed, to meet deadlines or to fulfill travel obligations.

Salary Range:

  • $70,000 -$110,000 per year
    The estimated salary range listed is a good faith determination of potential base compensation that may be offered to a successful applicant for this position at the time of this job posting and may be modified in the future. The disclosed salary range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. When determining an applicant’s compensation, various factors are taken into consideration including, but not limited to: geographic location, relevant prior work experience, relevant training, special skills/competencies, education, clearance, licenses/certifications, labor categories/contract rates and other business needs.

IDS offers a robust benefits package including employer paid health, dental, vision, disability, AD&D and life insurance plans for eligible employees. Benefits become effective the first of the month following the start date of employment unless starting on the 1st of the month, in which case benefits are effective immediately upon the eligible employee’s start date.
